Kenosha, Wisconsin's General Ordinance 7.06 covers alternate side parking regulations, which are in effect from December 1 to March 31:
When to park on the odd side
Motorists must park on the odd-numbered side of the street on consecutive nights from December 31 to January 1, January 31 to February 1, and February 29 to March 1.
When to park on the even side
On odd-calendar dates (1st, 3rd, 5th, etc.) from 1 AM to 6 AM, motorists can only park on the side of the street with odd-numbered addresses.
Purpose
Alternate side parking helps clear driving lanes for plows and other emergency vehicles, which can have difficulty fitting through narrow streets when vehicles are parked across from each other.
Penalties
Drivers who violate the parking regulations may be fined, and their vehicles may be towed.
